Ispica, the Oiv responds to the reports of councilor Milana

City Councilor Salvatore Milana announces that the Independent Evaluation Body (OIV) of the Municipality of Ispica has responded to his recent PEC requesting clarifications on two orders of service issued at the end of January.

These acts related activities belonging to multiple areas under a single EQ manager, who was recently appointed.

The provisions in question provided for restructuring and temporary assignments of various offices between Sector IV and Sector V, including Contracts, Cemetery, Assets, Fleet, and Tourist Tax.

In his communication, Milana emphasized that these choices, while not formally intervening on the organizational chart, could significantly impact the organizational structure of the Entity.

In the response sent, the OIV highlighted the need for the administration's structure to be coherent, stable, and integrated into the personnel planning framework, noting how frequent shifts of services between sectors can generate critical issues in management and in the measurement of performance.

"I take note with satisfaction – declares Councilor Salvatore Milana – that the critical issues I reported are confirmed by the technical assessments of the OIV. My intervention arises solely from the need to ensure the proper functioning of the administrative machine towards the users and, above all, to best protect the dignity of the municipal employees involved in the recent changes to the organizational chart, made without a necessary comprehensive reorganization act that should be approved by the City Council".

In light of this response, Milana now believes it is necessary to expect that the City Council identifies a solution and intervenes to address and overcome the emerging critical issues, ensuring greater clarity and stability in the organization of services.
