As of March 5, the new linking obligation between electronic cash registers (RT) and electronic payment instruments (POS) is officially operational, introduced by the 2025 Budget Law and activated through the “Invoices and Payments” platform of the Revenue Agency. This is a new requirement that affects thousands of businesses in the area and, as emphasized by Confcommercio Ragusa, requires attention, information, and support.

This is an important compliance requirement – explains Corrado Lupo, provincial head of Confcommercio Ragusa – because it involves all activities that use electronic cash registers and POS, from shops to public establishments, including professionals. The procedure has been presented as simplified, but it is essential that operators are put in a position to carry it out without difficulties.”

The new method does not require any physical connection between the devices, but rather a remote pairing: the merchant must associate the serial number of their RT with the identifying data of the POS used, whether they are physical, SoftPOS, or virtual. The Revenue Agency has made available a user guide and a dedicated section to facilitate the submission.

Many data fields are already pre-filled – adds Lupo – thanks to communications from financial operators. However, it is necessary for businesses to carefully verify the information and complete the procedure within the required time to avoid penalties.”

The deadlines are indeed strict:

for POS already active as of January 2026, the connection must be made within 45 days, that is, by April 18, 2026;

for POS activated subsequently, the communication must be made between the sixth day and the last day of the second month following activation.

The penalties for non-compliance range from 1,000 to 4,000 euros, with the possibility of suspension of the license, in addition to further penalties for failure to transmit electronic payment data.

“Our invitation – concludes Lupo – is to not wait until the last moment. Confcommercio Ragusa is available to businesses to provide assistance and clarifications. It is a mandatory step, but it can be managed calmly if addressed in a timely manner and with the right support.”

The new procedure thus represents a significant change in the relationship between collection tools and revenue certification and trade associations are mobilizing to support operators in this transition phase.
