The Democratic Party council group of Ragusa has submitted three motions to the City Council to intervene in the management of some strategic public services: municipal sports facilities, the civic library, Palazzo Zacco, the Cultural Shopping Center and San Vincenzo Ferreri, as well as the Castle of Donnafugata.
The documents, presented in agreement with the Circle Secretary Riccardo Schininà by councilors Peppe Calabrese (group leader), Giuseppe Poidomani, and Mario Chiavola, follow the press conference in which the PD denounced the system adopted in recent years for the provision of various municipal functions.
According to the Democrats, the use of so-called volunteers to ensure the opening and operation of public facilities is strongly illegitimate, as the tasks required would fully fall under subordinate work.
“You cannot call volunteering what is, in substance, work. Opening and closing public facilities, overseeing services, ensuring shifts and operational continuity are typical activities of subordinate work and cannot be entrusted to people without protections, without rights, and without contributions,” declare Secretary Schininà and the councilors of the Democratic Party.
The three motions ask the administration to provide full clarity on the model adopted so far and to initiate a process based on legality, transparency, and respect for workers' rights, while ensuring a stable and qualified management of the cultural and sports facilities of the city.
The initiative comes on the heels of the news of the resignation of the head of Sector XII from the position of director. “This is a serious matter that cannot go unnoticed. In a phase already marked by significant critical issues in the management of public services, the departure of the competent director requires the administration to immediately clarify what is happening.”
For the PD council group, the arrival in the Chamber of the three motions is a necessary step to bring the discussion back to institutional venues and to initiate a management of municipal services that is finally respectful of the rules, the workers, and the dignity of the institutions.
“The City Council must address this issue with a sense of responsibility. This is not a political controversy, but the necessity to ensure legality, rights, and quality of services for the city,” they conclude.
