A moment from the event held in Modica
Full house and constant attention characterized the public event “The Reasons for No”, which took place Wednesday evening in Modica, at the Torre del Sud, organized by the civil society committee opposing the constitutional referendum.
In view of the consultation on March 22 and 23, 2026, prominent speakers included: Bruno Giordano, Supreme Court magistrate, Alfio Mannino, general secretary of CGIL Sicilia, and Antonio Pianoforte, civil judge.
The debate was led by journalist Marianna Triberio, using a dynamic and unconventional format marked by direct questions and brief interventions, a stylistic choice appreciated by both the audience and the guests themselves.
The evening recorded a significant turnout, a sign of how much the justice reform and its impacts on the institutional framework concern citizens.
At the center of the discussions were the reasons for No: according to the speakers, the proposed revision does not address the structural issues that slow down the judicial system.
It was reiterated that the duration of trials does not depend on a different constitutional design, but rather on the lack of resources, personnel, and infrastructure.
In the absence of targeted investments in staffing and services, it was noted, no institutional change will truly speed up proceedings.
Another critical aspect concerns the creation of new bodies with additional costs, estimated at around 120 million euros per year: funds that, according to the participants, would be better allocated to the strengthening of judicial offices, hiring, and improving the operational conditions of the courts.
Particular attention was finally given to the principles of autonomy and independence of the judiciary, deemed potentially vulnerable to mechanisms that could expose the judicial order to greater political influences.
The initiative was framed as a moment of civic information and in-depth analysis, useful for providing evaluation tools in view of the referendum vote.
Participating in the evening, in addition to CGIL Ragusa, were Virgilio Failla Training School of Modica, Feliciano Rossitto Study Center of Ragusa, School of Common Goods, Auser Modica, Social Services School of Modica, Citizen Defense Movement, and the association Bedda Ciao.
