Confcommercio pushes for the Rottamazione Quinquies, the Municipality holds back due to financial distress
Biondi: "Families and businesses in difficulty", Balsamo: "Financial balances at risk due to financial distress"
In response to a request made by Angelo Biondi, president of the Confcommercio delegation of Licata and Palma di Montechiaro, regarding the adoption of an urgent council initiative for adherence to the "Rottamazione Quinquies 2026", expiring on the 31st of this month, the municipal administration, led by Mayor Angelo Balsamo, stated that adherence will be possible "only if the financial balances of the entity are safeguarded and in compliance with the financial recovery plan of the municipality in distress".
This is also in consideration of the fact that "the Municipality of Licata has been in a state of financial distress since January 1, 2023" and that, therefore, "every choice must be evaluated with great caution so that it is fully compatible with the financial recovery path of the entity and with the balances of the hypothesis of a structurally balanced budget".
From this, the Administration's intent to assess "the possibility of introducing forms of facilitated adherence to municipal revenues, as provided by national legislation, but exclusively if such a choice proves compatible with two essential conditions: the safeguarding of the financial balances of the entity and the hypothesis of a structurally balanced budget; the respect of the recovery path of the municipality in distress", while being aware of the social and economic difficulties that many families, businesses, and economic operators are experiencing.
Biondi, in support of his request addressed to the municipal council, highlighted the fact that "The economic situation of the territory is serious: many businesses are in difficulty, consumption is declining, costs are rising, and the risk of further closures is real. The Rottamazione Quinquies represents an immediate tool to support the economic and social stability of the city".
