Iacp case in Vittoria, Mayor Aiello: "What FdI is doing is just political scavenging"
The mayor highlights what is "the truth of the facts" and outlines a series of episodes that would justify his position

Regarding the recent statements made by the council group of Fratelli d'Italia concerning the management of public housing, the Municipal Administration of Vittoria finds it necessary to restore the reality of the facts, distinguishing administrative responsibilities from the electoral narratives of those who attempt to hide their past faults behind instrumental attacks.
1. The "Original Sin" of Via Bufalino: A missing signature since 2016
"Regarding the disputed arrears of 65,000 euros - states Mayor Francesco Aiello - it is necessary to refresh the memory of the councilors of Fratelli d'Italia with the data in hand."
Dates do not lie: The delivery of the properties on Via Bufalino dates back to the years 2016/2017, a period during which the city was administered by the Moscato Administration.
Direct responsibilities: It is paradoxical that today the ones crying scandal are precisely councilors Zorzi and Vinciguerra, who were direct members of that Administration, or their current group colleagues who strongly supported that majority in the council. If today there is a problem of "lack of contractualization", it is because those who governed then failed to formalize the relationships.
The impossibility of remedying the irreparable: This Administration is ready to evaluate the regularization of the Iacp-Municipality relationships — and has been waiting for at least three years for a concrete proposal from the Institute — but such an act can only concern the future. We will never sign retroactive acts to remedy the procedural irregularities of 2016. Doing so would mean producing a debt outside the budget and a clear financial damage for which we would have to answer to the Court of Auditors. Those who made mistakes in the past must take responsibility: we will not use today's citizens' money to cover the administrative gaps of yesterday.
2. Iacp Responsibilities: A decade-long inertia that created the "monster" of debts
The figure of 800,000 euros in arrears from tenants of Fanello is the queen proof of the management failure of the Iacp, an entity that for years has remained idle.
Negligence and omission: A debt of such magnitude does not arise in a few months; it is the result of a decade-long inertia of the Institute in collecting rents. Why did the Iacp not promptly activate the debt recovery tools?
The damage of the Institute: This omissive management has produced double damage: it has emptied the entity's coffers, preventing maintenance, and has deluded citizens into a sort of "free service," creating an explosive social situation today. The Iacp cannot use its inefficiency as an excuse to justify the abandonment of properties.
3. Tenant arrears: Social mediation, not harassment
Sustainability: Regarding the repayment plans of the assignees, the Municipality has always offered its willingness to mediate, but with clear conditions: the plan must be accessible for vulnerable families and not harassing.
Awaiting the creditor entity: It is up to the Iacp, and not the Municipality (which is unrelated to the contractual relationship between the Institute and the tenant), to formulate a feasible hypothesis. We are ready to support this process, but we are not the collectors of a creditor entity that has been dormant for years.
4. Safety is an unyielding obligation (No more excuses)
No financial alibi: Whatever the situation of collections, the Iacp has the legal obligation that cannot be waived to intervene to ensure public safety.
Immediate intervention: In the face of crumbling cornices and structural dangers, no excuse is valid for failing to fulfill the obligation to intervene. The lives of the citizens of Vittoria and Scoglitti cannot be political bargaining chips.
We invite the councilors of FdI to reach out to their political representatives in Palermo so that the Iacp — an entity under their political influence — stops looking for excuses and finally begins to do its duty: to protect public assets and the safety of the people of Vittoria.
